That's a tough one!Let me give you some clues:

The flight was domestic, not international.
The injuries were really serious, affecting the liver, for instance.
The memo wasn't sent to anybody outside the institution.

I thought of 'inner' but I don't think it collocates with all of the words. So, I think it is 'internal' then...
But Angela's tip was pivotal!
